US Renews General Licence 13R Permitting Limited Transactions with Russian Central Bank and Finance Ministry

The United States has issued General Licence 13R, renewing authorisation for certain transactions involving the Russian Central Bank, the National Wealth Fund, and the Ministry of Finance of the Russian Federation that would otherwise be prohibited under Directive 4 of Executive Order 14024.

The licence covers transactions that are necessary to support the day-to-day operations of US persons or businesses operating in Russia, and remains in effect until 9 October 2026.

  • GL 13R replaces General Licence 13Q, which was last issued in April 2026. OFAC has also updated FAQs 999 and 1118 to reflect the terms of the renewed licence.
