Thailand Introduces Export Licensing Requirements for Dual-Use and Nuclear-Related Goods
Thailand's Ministry of Commerce has issued two regulatory announcements bringing dual-use items under export licensing control, pursuant to the Control of Items Relating to the Proliferation of Weapons of Mass Destruction Act B.E. 2562 (2019).
First announcement designates the dual-use items requiring a licence to export or re-export from Thailand, taking effect on 30 July 2026. Controls apply to Category 0, covering nuclear-related goods, and specifically require licences for the following sub-categories as set out in Schedule 1 of Thailand's WMD List notification:
Second announcement establishes the criteria, methods, and conditions for obtaining these licences. It took effect on 30 June 2026, allowing exporters to apply for licences in advance of the mandatory requirement coming into force.

- Exporters must apply through Thailand's Department of Foreign Trade via the e-TCWMD online system at etcwmd.dft.go.th, which also allows businesses to check whether their specific goods fall within the controlled list.
