Ukraine Expands Russia Sanctions List: 66 New Designations and 34 Relistings
Ukraine has significantly expanded its sanctions list, adding 66 individuals and entities active in Russia's defence manufacturing sector under Ukraine's Sanctions Law, while simultaneously relisting 34 previously sanctioned persons whose designations were due to expire.
The update was implemented through two presidential decrees:
Decree 378/2026 relists 13 individuals and 21 entities originally designated in 2023, including persons connected to VS Group Management LLC — a company established by members of the sanctioned "Luzhniki" group. Four entities from the original 2023 package were removed from the list after Ukraine determined they had ceased their unlawful activities.
Decree 379/2026 adds 34 people and 32 entities to the sanctions list. The new designations focus on actors involved in supply chains supporting Russia's air defence systems and ballistic missile programmes, as well as those procuring high-precision industrial machinery and electronic components in violation of existing sanctions.

- Ukraine also noted that some of the listed individuals had attempted to lobby for the lifting of US sanctions on Russia and to undermine the EU's sanctions position, though their identities were not publicly disclosed.
