The Council of the European Union has announced that several non-EU countries have aligned their national policies with recent EU sanctions decisions related to Russia, Syria, and human rights.
Russia Sanctions
On 12 September 2025, the EU extended its targeted sanctions against Russia under Regulation (EU) 269/2014 until 15 March 2026. The following countries have aligned with this extension and committed to implementing the same measures:
Albania, Bosnia and Herzegovina, Iceland, Liechtenstein, Moldova, Montenegro, North Macedonia, Norway, and Ukraine.
Syria Sanctions
On 22 September 2025, the EU removed Hala Almaghout from its Syria sanctions list, following a successful legal challenge at the EU General Court. The following countries have agreed to mirror this action:
Albania, Armenia, Bosnia and Herzegovina, Iceland, Liechtenstein, Moldova, Montenegro, North Macedonia, Norway, Serbia, and Ukraine.
Human Rights Sanctions
On 5 September 2025, the EU imposed sanctions on two individuals under its global human rights sanctions regime (Regulation (EU) 2020/1998). These countries have aligned with the EU’s decision and will apply equivalent measures:
Albania, Bosnia and Herzegovina, Iceland, Liechtenstein, Moldova, Montenegro, North Macedonia, Norway, and Ukraine.
